How do I do the HT stages?

On T1 - T3, you can switch between normal and hard on the bottom left of the pop-up menu BEFORE entering the stage or fleet select screen.

Oil-cap?

Its 35 / 47 / 16 on HT3. It's also on HT2 as well. See the datamine for more information.

Best stage to farm?

Farm HT3 repeatedly. If you cannot do HT3, then do the highest stage you can. The gear drops are not good, so just farm for event currency only.

Should I pull for these ships?

Reasons you should pull for the ships, in no particular order:
