you just do one strong fleet until w8, start seeing if you can make a second fleet, do w9 and level your second fleet at the same time, maybe do some mixing to help it move along, then as you get to w12 your second fleet should level as you go

Javelin now has Penny's old secondary
Alvitr has Penny's old main gun (Triple 406mm Mk 6 Main gun Mount)
Penny's primary is now a +4 (Twin 406mm Mk 5 Main Gun Mount)
