Only things that can affect cooldowns (apart from constants) are the basic weapon cooldown, your RLD stat, and stuff that specifically mentions cooldown reduction (e.g. HPFCR, Homing Beacon) or increase (e.g. Aviation Manjuu, drawback of Mk 4)
For planes, take the mean of the cooldowns in each slot scaled by the number of planes in each slot

Summary of CN/JP Patch Notes (2024/06/27 maintenance - CN 6 hr, JP 6 hr)

1. Welcome to the Little Academy (translated JP name) event:
   -Appears to be like the format for Frostfall, divided into “Operation Mode” and “Story Mode”.
   -In Operation Mode, there are five stages: Easy (1), Medium (2), Hard (3), SP (4), and EX (5). Stages 2+ allow you to switch between “Single Fleet Clearing” and “Multiple Fleet Clearing”. In Single Fleet Clearing, one fleet clears all parts of the entered stage, being healed between parts. In Multiple Fleet Clearing, you sortie multiple fleets (numbers given in parentheses above), and a different fleet clears each part of the entered stage. Additional rewards are given for clearing stages with multiple fleets. SP stage can only be cleared once a day, while EX stage can be cleared unlimited number of times but gives no event points (should award cognitive chips for first clear).
   -Some stages have oil cap (should be Hard and SP only), clearing rewards, and a repeat sortie function.
   -In Story Mode, you can read the event story, which is unlocked as you clear stages in Operation Mode. Clear all stories to unlock the event commemorative chat frame.
   -Accumulate event points to obtain rewards such as the ship Z43, the new equipment Quadruple 533mm Magnetic Torpedo (Modified), event furniture “Childlike Slide”, and usual rewards like PR/DR blueprints, tech boxes, etc.

   -Alvitr (SR BB, 2.0%)

there's no bonus to owning full sets, usually most efficient way would be starting by buying the cheap 1 comfort furniture first
