If I remember correctly the skill just does exactly as it says, it checks for air incabability and for air denial and if it is neither of the 2 it activates. Stages outside campaign just have no air control status at all

It's more complicated than "alsace is soy sidegrade". Alsace does more dmg than soy for fights less than 100s, however this does not include her buff but it is the easiest cutoff to aim for.
