If you want the absolute best possible equipment for every situation, yeah there is some swapping to be done. If you want good enough equipment, then just get a good loadout and you can use it for the main story, opsi, and bosses; you'll just be slightly slower at clearing each of those.

Eventually you will find that you are leveling lots of ships, and the cog chips are the limit on how fast you can raise new ones because they're harder to come by than xp, so even though W12 doesn't give many, you'll want every one that you can get your hands on.

there's several things questionable about that but here's the 2 main points
current fleets don't use such ships and the fact I can name just one ship off th top of me head with such a skill tells me just how irrelevant said skill types are

the ship in question being Chapayev who does deal increased damage to DDs, but even in said niche she's still not beating any of the real high end damage ships like Mogador and when not against DDs the drop off just increases

it's also just really inefficient fleet building

I believe Painlevé is usually regarded as a decent ship, however, I'm trying to use her in OpSi and chapters up to 14 and find she's way to slow to launch her airstrike and therefore proc her heals to be really useful. I'm trying to play her in a French themed fleet with Richelieu/Alsace/Painlevé - Brest/Marseillaise/Mogador which I typically use for mobbing.

Is there an area where Painlevé can shine?
