most of the survival from all that clutter comes from ship evasions/healing/vanguard tanks

The only data we have is that 2.5 h is more efficient per hour. However that doesn’t take into account the fact that u cant guarantee u will get more face research for the same ship.

I would say overall 2.5 h better especially if you are working on the whole season but u can also take the 8h one if u want to finish that specific ship faster.

There is 2 layers of rng here so no one can say for sure which is better

Well… it is hard to say really. Since u still have 2-3 ships not maxed per season.

My average was ~14 BP/day for the whole season when everyone isnt maxed out.

I think this went down to ~8-10/day for the last DR ship that was left in the season

Try and coin AvP and marco to eliminate them as well. This way u get more Hakuryuu prints

Make sure u have correct focus (PR4) and u are taking the right researches

I think 3 months for both is very optimistic tbh

To be more specific:
Currently she is lacking a lot of stats however that is not the main issue

For every level under the enemy you get a flat 2% damage debuff maxed at 25 lvl difference. (U get a bonus 2% to damage if the enemy level is less)

Arbiter is level 130 so your implacable is getting a flat 50% damage reduction
In addition to her stats not being maxed
She is lacking even more crucial stats if she isnt MLB

Also which arbiter is this? Hermit?
If so your other CV gear is also not optimal
Bf109 is very bad against heavy armor
U want to use torpedo bombers mainly and for fighter slots use 500/1k bomb fighters like flapjack/sea hornet/tigercat/hellcat etc

If u dont have good enough rld tech and cats your CV will have difficulty syncing to helena. Usually she is better in your BB fleet. CV have good buffers like sirius and kazagumo (or any ARA ship) that u can use instead

If they sync fine then that is just helena rng I am afraid
U can always reset for her rng but most ppl just use the CV buffers instead
