remember your spiffy L56 chappy that you replaced with L1 Helena that kind of sucks? that's downleveling. Levels are a huge factor in performance. Constantly replacing ships means you will constantly be level 1 and therefore terrible

It will depend on your specific comp as to which division of labour is intended

Against a boss with reasonable evasion, the ACC stat from the Sword can sometimes match or exceed the value of the FP gain
But part of my reasoning is also that the slash clears bullets, which can help to keep your vanguard alive
