i dunno why i can't use my own progression as a reference here especially when i joined the game 2 weeks before the guam's event but i really think guam is usuable at lb2 based on my personal experience. when i had to mlb other more impactful ships like uvh and soyuz. there are cases where u want to prioritize more impactful ships when others can be usuable at lb2

Cuz you can't really grind for it, you get it from analyzing CPTs you get from Cruise pass and the leftover BPs you got from PR Ships after they are Dev 30

Yeah there's a soft-cap at Lv 100, then you need to use coins and Cognitive chips to unlock Lv105 then 110 and so until 120, then you need Cognitive Arrays which are really scarce and you should only use them on good ships early on
