mark 9 are better on manual

The scale I've got currently is... I cannot quite coax Shima to 500k against Rodney (at least not without cheating)
Whereas Unzen's max, so far, is just short of 600k
On the other hand, for a shorter encounter, Shima can win out

Hello all. So I have read the formation building guide I am still a little confused on how to properly do this. I understand how to set it up but now who exactly to put on a formation. Do I just look at the tier list and pick from that? Can ships like New Jersey be Flag Ship and Non Flag Ship? Is she more for the boss formation or is she fine with both? Im just using her as an example though. Is there a way I can just show what ships I have an someone can maybe guide me on the proper way of building a formation?
