Ya it's all random chance. I've had events where I get the UR like 6 times in <100 pulls, events where I get them in my first 10 pull, and events where I had to go to 200 pity. The only thing I can note is it seems like if you time your pulls with the world announcement thing when someone else gets one, you tend to get one too. This may be total BS, but I've tried this a lot of times and it's quite consistent. It's almost like characters drop in batches (you'll also notice a bunch of people getting the same ship at once).

Technically no one is saying anything wrong. She's mechanically dysfunctional to the point where she's more of a detriment to use compared to other options, making her bad, especially for a UR. But if she gets fixed (which she will), she'll probably be really good, so get her anyways.

The former is more standard (although you are more likely to see HPFCR and something like 18s setups, repeated every 20s), although the latter is not completely meritless in some situations, provided you know what you are doing
Note that the latter is considerably more expensive than the former, if you want to take the guns all to +13
