There are only 4 ships that give +1 eva to heavy cruisers and cbs, including Brennus. It is useful because you often are tanking with one of those, and evasion will help your tank's survivability.

3-4 hard mode is like 5-3 normal mode for enemy levels
plus u have restrictions on what hulls u can use
