You get fleet tech points by:

1. Collecting the ship (~20%)
2. Max Limit Breaking it (~45%)
3. Achieving level 120 (~35%)

-Higher rarity ships gives more fleet tech pts .
-Heavier ship hulls also gives more fleet tech pts: CV=BB>CA>CL>DD

Side notes:
-PR ships give more fleet tech pts than normal but follow the above formula with development 30 replacing MLB.
-META ships are considered a separate META faction. They give same bonuses as their non-META versions.
-Collab ships, Muse and little versions of ships e.g. Li'l Sandy, Clevelad and Lena etc do not give any fleet tech pts.
-Iron Blood faction ships receive double the normal tech points compared to other nations.

-Go through all the "Explorable" Maps (Dark Blue in colour), you'll get small rewards for that
-Do all the icons (yellow chests (Hidden Maps), red chests (Abyssals), red spirals (Strongholds), green exclamation marks (Daily Missions), red exclamation marks (Opsi Story). Some are harder than others, and Abyssals in particular can be difficult + if you leave then you can't return to it. Also kill the arbiter if you can (angry red center, corrion level 7 zone). Hardest engagement in opsi, but in the regular version you can leave and heal anytime and come back after. There's a hard mode arbiter too after that.
-in opsi you can make several fleets: a mobbing fleet (with unicorn for easy mob enemies), and boss fleets (harder enemies, optimize for damage). People in gph can help you make these fleets if you need it.
-Grab all the important/useful stuff at the shop. Before your first reset the shop's available items at each blue port rotate in and out randomly from a set pool of items (what's been purchased won't reappear, and each port has its own pool of items). As such, you could claim some cheap stuff just to get better chances at the other items
-Currency: You have two types, the regular orangeish coins and the purple tokens. You accumulate them via farming, and you can get a lot of purple tokens in particular from siren strongholds (red spiral maps). These maps are difficult, but you can exit to heal and return anytime.
-Tuning: Each zone has a certain difficulty level (Corrosion level: 1 to 7). If your tuning is too low in comparison to the difficulty level, then effectively the enemy gets buffed, whereas if your tuning is higher than a certain amount dependent on the difficulty level then they get debuffed (up to cap). Max useful tuning is 203/203/156 for the Arbiter, everything else needs less. you can get more tuning by repeating random "Secured" maps (Light Blue)), among other sources.

-Read the in-game stuff for help (ex: fleet comp changes)

-Once you clear OpSi's chapter 4 of the story you'll unlock the monthly resets. You lose every opsi-specific item from it - AP boxes, healing boxes, opsi currency (coins and tokens, not the vouchers), coordinates/loggers and such, as well as all your tuning. All maps go from secured to explorable again, so you'll have to redo the exploration. You keep all the other items (gear lab materials, gold plates, other goodies like cat boxes) as well as some vouchers.
Because you'll lose all your AP boxes (Activity Points) at the end of month due to reset, you should just spend all of them in any "Corrosion Level" 3 or 5 map if you've cleared everything else.

TLDR: clear the whole map till it's light blue (Secured), clear all the coloured icons, buy everything useful that's in the shops, defeat the arbiter in the center of the map, and dump all your leftover AP in random C3/C5 secured zones at the end of the month. Repeat that every month. There's also META showdowns daily to do to get new META ships and extra rewards.

forget entirely about farming PR right now, you're not in a position to be able to do it efficiently yet, and as you've clearly demonstrated it hinders your progress rather than aids in it at this stage of the game

get 2 good fleets together so you can push W12 and farm the event dropping in a few days

then you can start worrying about farming PR and when you do you can do it much quicker and more efficiently
