My mouse cursor visually lags behind where it should be on my screen,
this happens almost every time a game is open, but most noticably in games that make use of the default Windows 11 cursor in some way, rather than rendering their own cursor.
It feels as if the cursor I'm being shown on my screen is chasing the real cursor, which is somehow hidden.
I recorded a video of this issue occuring, and I captured it behaving exactly as I expected:
Firstly, my screen gains a yellow-ish border for around 1/4 of a second, followed by a lag spike, then my cursor's weird behaviour starts.
In the video I recorded, it captured a second cursor that didn't appear on my main monitor, and I'm very confident this is the actual cursor that I should be seeing.

I am now 100% sure that this is a rendering/software related issue, I see no possibility for this to be a hardware issue, at-least in relation to peripherals such as my mouse.

Things I have tried, without any notable success:
Testing with different applications open (certain ones seem to trigger slower than others).
Disabling Windows 11's "Animation effects" feature.
Disabling Windows 11's "Scroll inactive windows" feature.
Ensuring that any unwanted mouse settings weren't enabled (cursor trails, mouse acceleration).
Disabling my primary monitor's HDR mode.
Lowering both of my monitors refresh rates to match the lowest one.
Disabling all power saving features on my mouse USB busses.
Updating my mouse's drivers.
Doing a complete fresh re-install of my graphics drivers using the NVidia GeForce Experience app.
And other minor things I cannot think of right now.

This also isn't an issue of PC specs, since this issue has only been plaguing me for a relatively short time (less than a month), while my last upgrade to my PC was probably around a year ago.
I'm using an AMD Ryzen 5 3600, with 32GB RAM, and an RTX 3070.

Is the sensor clean? Is your mouse mat worn out or dirty?

I recorded another clip here, you can even see the true mouse next to the items I pick up, it's just that the incorrect one (which is the only one I can see) lags behind.

Basically the issue is that Windows is, for some reason, not showing me my actual mouse, it's showing me a lagging fake, while still using the real one at the application level.
