You may be having a “me” moment, just to confirm the PSU switch is turned to “ON”?
Could be motherboard or CPU
Or whatever the I or O means on the switch.. I forget
I’m not sure before it was working now it’s not

You've ruled out the PSU, as the paper clip test proved that it's getting power. Next, I would say try tripping the power button on your board to see if the power button is the issue #
