#GTX 1080Ti underperforming

I have a GTX 1080Ti with a Ryzen 7 1700, 16GB 2400MHz RAM, and I've found that it's been underperforming in any game I play. I'm getting around 60-70 fps even in games like Minecraft, at medium settings, it goes to 12-15 if I apply a shader mod or anything intensive. Even in older titles like GTA IV, I'm getting lower than expected framerates and I also find my games to be stuttering as well, with choppy frame rates. I did a full reset on my PC, reinstalled all drivers, using the most recent drivers, cleaned the GPU of dust, connected it to the highest PCIe slot and never used it for mining or overclocked it. My display cable is connected to the GPU itself. My temperatures are also low, nothing above 70C. Any solutions?
