There could be lots of reasons. Not all gpus perform the same

but i've seen videos with gtx 1650 peform similar to mine
1080p is more CPU bound than GPU

Depends on what games you're playing. Just because you have the same GPU as someone doesn't mean you'll get exactly what they do. The silicone lottery can do amazing things for performance.
things like background processes can also affect performance
you're probably right about the cpu being the limiting factor. there's a huge contrast in fps between the cpu and the gpu

They don't nessessily "out-perform" the PC, they're just a lot better optimised
They optimise games specific to the console. The performance isnât necessarily better itâs just massively optimised . Screenshots from the same place between a PC and console will show you the difference .
Xbox series X runs a 16 core 3.8ghz which is like a 3700x CPU + an AMD Gaming GPU which is probably equivalent to a 3070
Plus 30 fps, and the "4k" is upscaled so it's not native

For console, because as an example, the series S, X and PS4/5 have very specific combinations. Therefore they only have to optimised games for 4 different combos

Devs need to optimise it specifically for the products right.. so, consoles and computers
Millions of PC specs vs 2 console specs to work with
They will optimise a version to sell for specifically for each Xbox generation it supports, a specific a version for each PlayStation generation it supports, a more general version for PCâs which wonât be fully optimised due to the variety in spec combos
All console generations will have same specs. Each PC will not

Your timespy score was a top 40%-ish score which isnât bad considering you havenât overclocked (which will void warranty) or gone for a performance model graphics card. Nothin to worry about! Donât let the whole console vs pc debate mislead ya, pc is majority better depending on the specs youâre comparing to/against
