The core of building is in Roblox studio
Not in blender
Blender counts as modeling doesn’t it
but I'll admit it takes more skill to use blender than to build is studio
they're so many tools in blender compared to studio that comparing a blender model to a studio model wouldnt be fair unless the studio model is incredibly complex

Learn blender then and move on. Modeling is not that hard but its a skillset. Roblox modeling is purely snap and set my 7 year old can do it.
As for building. It takes theory of level design to rank up

100% agree, 80% of ‘builders’ claim they build except the entire idea is to build INSIDE roblox studios and not create everything in blender and just put the puzzle pieces together in studios.
building is doing things with blocks and tools INSIDE the studio, not a 3d model
I’ve seen plenty of builds look amazing just in Roblox studio
It’s the same concept as learning scripting to make your Ui better
Learning modeling will make your building better
Learning sfx may help your vfx feel better
Animating and vfx can work together as well
GFX and clothing are both some type of graphic design
Builder roles are based on showing in roblox
You get models and meshs from other things and import it to roblox
Or are you using parts for everything 
Because at that point you are texturing not building

So that's why you either expand the guidelines or make a studio engineer role for complex builds using constraints and studio only modelling

While a statement is being made, it is important to try and take in what is being said, even if negatively presented, criticism can be supportive in the long run, and i do share similar ideals in the sense that you probably wont get far with comms if you dont learn and extend further than roblox building.

I think immortal's main point relating the "Scamming" is simply more of a projection in the sense that newer developers will demand higher quality for work and it no longer becomes a battle for prosperity and passion but more about who makes the most monetizable work, its important to have passion of course, but without alterior drive its hard to imagine it being fun for much longer (note from someone who's built a lot longer, it stops being fun.)

by definition anything built in studio with parts goes under builder role
if your not getting accepted it's just not good enough
there's only so far you can get when you try to emulate modeling with parts
Same with UI, you can only go so far until you need to learn to make the UI work
building IS LITERRALY STUFF MADE IN STUDIO. anything made in blender is not building, its modeling
The only way that I could imagine that external assets are helpful for higher builder ranks is if you're making materials in blender/substance designer to apply to your builds.
And also as others have said, level design is important for builder ranks. I don't think it matters if you can build a 10k part fnaf animatronic when its just time consuming, not actual skill 😭
