lore can definitely influence the aesthetics and gameplay of a game so yes lore is pretty important

ive made several horror games. i think that the environment is everything in a horror game. it gives the mood of your specific horror game and determines how scary you want your game to be. if you dont have a scary environment and ambiance then your game wont be that scary regardless of the monster

Lore and graphics are both wholly unnecessary though they can improve the ambiance
The perfect horror game is one that doesn't have
- Frequent jumpscares (oh no a png + deafening audio how scary, it gets old fast)
- Useless chase sequences (the actual model is rarely as scary as what you can imagine)
- Random goals (I want a horror game not a "search bushes for a key for 45 minutes" game)
- Overusing the same thing (if your chased, jumpscared, or anything else too frequently its no longer scary and just becomes expected and boring)
And probably more things I'm not remembering. A good example is Jims Computer, I highly recommend trying it out.

Let’s think portal, perfect storyline Then let’s think Stanley parable you aren’t scared until you realize you are being watched and things slowly excelate to worse and worse, you wouldn’t think of these as horror games but yet they scare you more then most games.
Lastly all choices even wrong ones have an effect on what’s happens in the game.

well set up tension is a good thing everyone somehow manages to miss. Make them feel tense, make them feel small, and afraid. You dont have to drop a random jumpscare, the fear that comes from tension is enough usually

LORE! Horror games can not survive without them. If you have played Five Nights @ Freddy's, would you be as interested in the game if you didn't know what was going on? Probably not.
Yet, I may be bias because my job in most games is to create the lore and plot.
