Listen to it. You get into a program designed for good UGC developers to share their creations. You are "cross-trading" money in order to give people access to your permissions. This other user has not agreed to the UGC terms or has permission to upload. By doing these transactions, it is basically bypassing the UGC application.
I believe it's abuse of the system and ruins the importance of being a UGC creator.

Exactly, it ruins the purpose of the role. Why have 'UGC creators' who can't even do stuff themselves.
They are lying to roblox that they have made the UGC items.

They can't stop it since they can't tell who makes the model.
Also, they make tons of money on UGC items, why would they stop it.
Basically UGC uploaders fall into the same category as investor posts. They aren't a skill, therefore should really be in current marketplace. They provide a service but not a product.
Maybe create a channel for services.
UGC uploaders, investors, advertisers (promotion on channels).
