This is most conveniently achieved through a custom hotbar
Otherwise, you can force the player to unequip a tool if they equip it, and then make them re-equip the locked-in tool. It's best you script the other tools not to work while a skill is active, too

But I can't figure out how to script a skill that won't trigger other skills while it's being activated. Do you have any videos or anything that might help?

How can you be sure if a skill could activate another if so?
I can think of no design that could lead to that possibility, not one that doesn't explicitly invite it
