if there is no mod in the chat, users are not obliged but can and must give a verbal warn if the situation is not very serious.

If the situation is serious or the user continues after a verbal warn given by a user, you can ping a mod if he is not in chat

That is the entire point of Rule 1, controversial topics are avoided by completely leaving them out.
