How to make a fnaf styled CCTV Gui Camera?

Is there a way i could do to make fnaf cctv camera just like the picture i send? I dont know if this related to gui or script but i'm just asking here since its probably something related to scripting

fnaf just uses pictures so you could just use pictures that are bigger than the screen and move the gui side to side

i mean the shaking noise thing in the camera or whatever do you call it
noise is basically the texture to make it a bit blurry

i mean you could just use preset images and just flip them and stuff or you can try to generate them but idk how 2d noise works on roblox
