Building technically isn’t building tho
It’s modelling

Honestly, this is what is considered to be "building" in the industry: level/map/environment design.
The Roblox community came up with this idea of 'building' being exactly the same as modeling, but done just in studio. But that difference really doesn't make any sense.
If it was up to me, I would make modeling contain all 3d models, no matter what program they're used to create, and building would be level/map/environment design
Our "Building" role is currently just the "3D Modeler" role limited to Roblox studio created assets. This is what the community wanted, thus it stayed this way.
I think the addition of the "Environment Artist" role would fill in the gaps of terrain modeling, creating sets, creating environments, etc.
It’ll be tricky to implement but I just reckon it’ll work
