To be honest, you have to know alot about the technical side of VFX to give an actual proper ranking. VFX should always communicate a message, no matter the circumstance and should be readable. Provided by the fact that it's paired to bring visual clarity. Ranging from color palettes, contrast, and a bunch of fundamentals of color theory & art. There's alot of metrics you could literally rate VFX on.
