You don’t have GAS or the Old Batch, so it’s going to be a long road for LV himself.
Still a huge chunk of high relic characters, but it won’t mean a quick LV.

I have gas, just not relic upgrade yet, but I have enough mats to bring him to R8 mostly instantly I think, more or less, does it change the outcome ?

Would still need BB, and Marauder makes that worthwhile.
LV with his new team would still be amazing for GAC and TW,
Honestly the main thing I’d be looking for on your account though is Jabba because of SR2.
Ships are the other thing to consider. Short version, though, is that LV would really get you ahead in GAC… probably. Not having ships covered limits your progress there.
To directly answer your question, it’d be good but I don’t think it’d completely change your account. Would definitely get you out of the Carbonite trap.

Exec was supposed to be on my priority list but with the raid focus (new BB and dark sides clone) I had to change plan and with the Dark side clones + this LSB I was wondering if it was maybe easier to just go for LV right now as it would give me LV team + Gas team and save me a lot of time
