New Horizon quest not completing

I accepted the New Horizon quest and invited Mack, but the quest didn't complete and appears in the available tab. It doesn't appear on the quest board, and I'm unable to get a carpenter as a result. I ended up inviting Hanna as well, but it still doesn't seem to want to complete.

both, I played on PC and placed Mack and then switched to steam deck after

nope, I saved and logged off so should be up to date!
