TL;DR

it's cities skylines 1 with insane gpu requirements, new buildings, basically C:S1 with a shit ton of mods and UI redesigns, with all the fun quirks we love about C:S1, for example, parking lots being at a 86* angle, and cars driving through buildings every so often

I do hope that if you rezone an area - residential to self-sufficient houses - that it just changes the graphic instead of kicking everyone out of the house, and rebuilding it at tier 1 again.

That is one of my gripes with CS1 in improving your city as things unlock, and you want to change gas drivers to electric and homes to self-sufficient homes.
