Be careful on purchasing scanners. The cheap ones can’t read transmissions fault codes. Also some don’t read can-bus so you don’t need to worry about that since your civic is not on can-bus.

EGR valve is located on the left side of the motor under the air box. Sometime you can get away by cleaning it first before replacing it.

Yes it’s for Exhaust Gas recirculation valve the purpose of the EGR valve is returning a small portion of exhaust gas to the engine's combustion chambers through the intake manifold, lowering combustion temperatures and therefore reducing the amount of NOx emitted. The EGR valve is the main component of the EGR system and it's normally closed.
