Item anguish level is always maxed when using shackles

**Description: **The level of every anguish item I got running shackled dungeons is always maxed. When running Melancholy 8 every item was anguish level 8 and running 9 always resulted in lvl 9.
This probably has been happening since the karmic update, idk if it intended or a bug. Some players have shared the same thing when using shackles.

Lvl 8 first image, lvl 9 second ( the anguish 1 items were dropped in towers where I set torment to lvl 1)

Previously the level was between 1 and your anguish level, but it seems that shackles make the level fixed to your current anguish level, so every anguish I get at Mel 8 is set to anguished 8

Negative - it has never been between 1 and anglevel. It is a roll between anglevel and anglevel-3, with anglevel being the preferred option (as you are seeing here)

Then there are 22 items rolled at max in a row, and I kept running dungeons and got even more

Yes, as anglevel is preferred, especially at 100% gear chance

Many users are reporting that currently all anguished gear is dropping at "anglevel"

I corroborate this; ran a bunch of ang3 dungeons, got only ang3 gear. Ran some ang 2, got only ang2. Haven't done extensive testing but people are reporting this at all ang levels
