Might be hard to implement though, it's a pretty nice idea but I don't think there's a HUGE need for this right now (do agree with discouraging the toxic behavior part though)

I think a better way than a player-based reputation system is adding more badges (donator, more consistent distribution of mapmaker and skinmaker badges, a modmaker badge series makers of popular mods, maybe a vigilante badge series for helpful reports, etc.) for the devs to give out

And there are a lot of braindead hub reports out there, which is why you need manual review for those. At that point, if you're going to need manual review for rep, just make them badges that the devs hand out instead
