On Undergrowth, players can spawn inside occupied spawn zones. I tested it — hid in a spawn area, and another player respawned right there.
Expected: Block occupied spawns. Actual: Still spawns → allows instant kills.

All you need to do is block line of sight to the center of the spawn and people will spawn. I don't think it's a bug as much as a poorly implemented feature.
