if it's not loading the resource, you'll have to either make sure the localCssFile path is absolute and set webSecurity to false (which you already did)
or you can redirect to a file inside of the electron folder you're working in, which would (probably) work. The electron project I'm working on also uses a CSP header so that might be blocking requests as well
