Well, Henry hunted down Reg and got pardoned but here his alliance with government ends, so it doesn't really matter (to him) if Toppats launched the rocket or not, since he was somewhat neutral to both. And about being stranded, well, we don't know what happened later so I guess we can't judge that ending on that. Henry got profit at (probably) no cost, so I guess it's good ending.
