I know Puff mentioned Dmitri did not care for any type of pardons (probably due to the Wall being in Canada and thus not in the US jurisdiction) but if you look closely at Henry's pardon letter during Relentless Bounty Hunter, there is a small clause near the bottom that basically says the pardon is null if the person can't say library.

(Not to mention Galeforce always becomes General post ItA no matter what happens and he does have all of Henry's evidence of wrong doings in a nice little file, which could point to him having possibly slipping the evidence to the Wall's hands to guarantee that promotion)

I've studied the wall a lot since it's my favorite faction. My theory is that they work together with the CCC and hold dangerous anomalies like that. But then again it's just a headcanon and probably not true.

But I don't think the wqll is evil, the guards are just doing their job and have hearts deep down

The west Mesa prison is for criminals

There's proof in the FTC Inmate bios actually, I think. Why their powers are considered dangerous and anomalies

The CCC is possibly involved in Dmitri and the Wall going after Henry (and in extension Ellie) during TR/PP because that is the route where Pure Blooded Thief happened as well, so the CCC would very much know Henry and the chaos wherever he goes (Just Plain Epic wouldn't apply since the CCC doesn't directly know Henry was responsible there) and thus would want Dmitri to go get him and the rest of the escaped prisoners back.

Dmitri doesn't chase after Henry during other Wall timelines as post Presumed Dead has Henry presumed dead, The Betrayed has Henry take a dip into the cold ocean in view of a lot of the Wall, post International Rescue Operative has Henry back in Government hands or back in his house, by the time anyone figures out Henry is a Ghost Inmate he would be long gone from the Wall and every other post Convict Allies route has Henry not having stole the Ruby and getting the CCC's attention so Dmitri would be more focused on fixing the mess Henry and Ellie made before figuring out what to do next.

Pardoned Pals is the worst ending because Henrys and Ellie's original plan in PBT + CA is to join the clan, and suddenly Charles who is enemies with Henry in this timeline decides "Hey we forgive you! come join us!" and they join them right after the clan approved them to join and that's that. The plot is absulotely stupid

The fan sped up slowly and after about 3 seconds he started to hear the quiet and slow rattling from the corroded bearings, and the sound ascended faster and louder every second as the fan span faster and both the fan and noise reached full speed. The motor was humming along with the corroded braings going hm hm hm hm hm, instead of just hmmmmmmmmmmm. Henry loved this fan for that reason, it always calmed him down.
