I think Frozen heart needs a cap, say like 250?

250 what? It affects 2 stats.
I would say that Frozen Heart is fairly balanced, so long as you have plenty of healing, since it does raise HP, but it does require getting hit first to accomplish that, that means at some point it really isn't worthwhile for gains, once you get late enough in the game

250 as a maximum stack. That provided enough Maxhp and armor nearly alone to keep me protected from a one shot. Yeah, heavy healing is needed, but aside from that, this perk kind of carried my run cause of all the survivability it gives.
