Nqa, But he is likely coming out at night since they are semi nocturnal! :3 Plus it may be a husbandry related issue! What does your current setup look like? Unfortunately gallons isn't a accurate measuring method when it comes to reptiles

Uvb usually depends on the mesh of your tank, But linear fixtures don't need a mesh cover

Not nocturnal. They’re crepuscular. In captivity they act more cathemeral which means they’re out whenever they please.
