To answer your question though. No they are not a good primary heat source. Halogens and other incandescent basking bulbs are the closest we can get to the sun at the moment in terms of IR readings.
CHEs only heat air temperatures and produce poor basking surface temps for this reason plus they are mostly IR-C which is the weakest form of IR
