I have no idea how it works for newer servers. People in older servers were already well into the game when TS was released and it was kind of a scramble over the course of many months to build up solid pvp rosters since basically everything with rewards was pve at the time.

So I have no idea how much more pvp oriented people’s accounts are on newer servers, but that’s probably a factor
