144 fps is a given cause otherwise you could stick to console.
1080p -> 3070
1440p -> 3080
CPU you probably want an i7. I am still running the 10700k, ignore the 11700k, 13700k is good but new so more pricey.
Ram I would actually suggest 32gb to have enough headroom for modern games and ddr4 sticks are cheap these days.
1tb M2 for Windows and some games that need fast loading times and then probably a large hdd for other games or data
