Leofric isn't the worst in Blizzard specifically because it prevents him from being one-shot so he can get his invincibility off and he prevents a lot of energy gain through Hell Wyrms.
But he's still Leofric.
It applies a 35% Damage amp, lowers energy gain by 70% and then in Blizzard will drain 180 energy on top which is pretty significant because he gets a lot of haste so it's on a fairly short cooldown - along with his cc and invincibility so he does have some stuff he can do this TS. But there are usually other more meta options for teams people will have before building Leofric so there's not much reason for him.
