For specifically TS it's not impossible that Athalia will provide better winrate-over-replacement than Belinda even if Belinda is better overall. Belinda requires some hefty support (cycle) and relegates Scarlet to doing random mishka bullshit. If athalia doesn't require support she can just behave as her own comp. Same argument as for why some prio Thane over Baden for TS
