I think for Yen specifically she mostly gets situational use out of tenacity though. In two of the buffs she usually either wins or loses very very early on in a fight

oftentimes the fight is decided by the time she ults unless it’s ice

she can also charm people who get too close but that’s situational too

Every TY is 2%, every IS is 2%. A large number of heroes have at least 20~50 TY but some heroes hit like, 7x TY - so you want at least 25+ IS on that hero to hit that CC somewhat regularly on a lot of heroes and more for those above that.

But Pets can give TY or IS as well, so if you're a CC-heavy team, that's where the IS on the pet really helps, otherwise, you're going against a huge-huge hill. As a Pet giving 20~40 TY, if your Pet isn't giving IS, it's really hard to really proc anything against them.
