It's cause it's 460 rc instead of 360, meaning % stats are slightly better than flat stats, and the % stat increase of say, 77 in a carry tree compared to 107, is only a 10% difference.

Now compare 77 to 107 in flat stats and that's only an increase of about 300k, so who wins, 300k or 20% increase at 460?

Most heroes at 460 have about 2300m damage so 20% is 460k extra damage.
