9f is a much much larger priority for TS than si30, because to proc her si, you really need the enemies to be far enough away for it to even be tagged, and even then the damage increase from 20-30 is okay but you likely have other priorities because you're looking to kill not score.

Where as 9f Anasta gives the entire team DR and healing and is the main reason why she gets slotted in - without 9F, you might as well bring Warek or something for how much she offers for the team because at that point, she's just a 'tanky' hero who has a chance to increase damage taken by enemies and there are a lot of other heroes who do that better.
