badges will start dropping at certain floors, so even if you stall for ever and get maxed player levels to get possible higher badges, those badges still wont drop unless you push some

the progression is kinda linear, beacons and badges make thing a bit easier

but there is no scenario where you stall for level 28 badges and push everything in 1 sitting

f2p/low spenders teams would still have problem pushing between the floors where badges get upgraded
