Server affects arena but arena's probably like 1% or less of your reward income

Even if you're late to a region you can still compete anyway, young regions these days are easy and the vast majority of players don't know what they're doing

So if you're putting in the effort to learn the game you'll overcome the negatives of being late to a region (because the opponents are weak enough to do so)
