I would say AThoran's pretty good right now; seeing use in NC and CR and is one of the best heroes for TS

Let's see... How many of the mythic Dragonspeak emblems can a F2P reasonably get in a day. 10 per week from Dragonforge Trials, 10 from weekly quests. Multiply that by 4, you get 80 a month on average. The shop has up to 60 emblems monthly but only if you are willing to sacrifice some summons. That is 140 monthly.
However, forgoing the dragon scrolls but getting the dragon cards can get you some extra emblems.
It wouldn't be unreasonable that F2Ps can get a single Draconis to +30 every 2 months.

Standard 4 faction heroes used to be able to have +50 signature items before that was squashed down to +40.

depends on what your goals are
if you want to compete and rank well against other players, restarting is the best choice
if you dont care and just want to log in and play the game occasionally, do either one, it's just that if you decide to still play on your old account it may get stuck easily and take much longer to progress
and also you wont really be able to compete well in pvp and pvpve

Companions is pretty competitive actually. For players new into Arena, the pace of companions is much easier than Arena.
You can't just blitz into ch30 in a week in Companions. Will take months.
Arena in Companions is much much more competitive and rewarding.
Many players like the slow grind.
