- Restarting will mean you can start playing the game again from a starting point, rather than being thrown into the middle of nowhere.
- Early game now is much easier than it once was, so you'll be able to get to chapter 31 in about a week or two playing optimally.
You may not want to restart and that's fine, but if you're on an old server with a bad account all PvP will be dead to you and you'll be stuck with just PvE (Campaign and Tower). Some people like this, if so I don't recommend restarting :)
One exception however is if you're pre chapter 30 and an old account, restarting has no disadvantages there.
