You just have to put that character directly in front of them.

Yea and if you/your parents don't have the money to pay for some things I agree that it is unnecessary to do so.

But cloths/shoes are pre puberty rarely important, but will get important arround that time. And if your parents do not realize that and do not provide for that, then they set you up for a harder life.
