My best guess would be that it's based on the damage your heroes take or the time of the battle. Could be both. I'm not sure if anyone has mapped it out yet

The top league in our region is just expanding as much as possible to get the best resources. Often that means attacking others.

In other areas with more balanced league powers they are fighting over territory that is close to the entrances to the center

some may be attempting to eliminate other leagues but they don't realise just how difficult it is to eliminate a league.

lots of smaller leagues have made failed attacks not knowing how much of an advantage defenders have
